The fact that bikes can use lanes on the nearside but not the offside would tend to indicate they are just trying it on bikes are not going to get fined. The games lanes are civil contraventions the same as parking tickets and are dealt with in the same way its not a criminal offence or fine its a 'penalty charge' and as such a cyclist cannot be given one as there is no legislation to do so. LOCOG have used the Olympic Act to modify the legislation used for bus lanes to include olympic lanes that means the penalty goes to the registered keeper by post after getting details from the DVLA. Bikes are not registered therefore ANPR cannot be used nor can the legislation."
