RIm-tape? Hahaha! What are you guys thinking? Clearly the water is getting in to the spoke holes or valve hole and is 'sloshing' about between the two walls of the rim. Beyond the rimtape is where the tube lives and there's no space for any water there if the tyre is inflated.
