The key is good reffing. You can have as many rules as you like but if people aren't willing or skilled enough to make tough calls they're useless. I think we should encourage less experienced refs to 'buddy up' with more experienced ones and sit with them for a few games. This way we can reduce disparity and have a higher general standard.
