Found a better picture as well. It's called the Pocket Rocket 2, and its built by Ben Wilson.

the distance between saddle and bars seems tiny? bmx pedals seems an odd choice too (well, as odd as choosing anything for that bike can be)

After a bit more research, it's a 2 speed coaster and it isn't actually lugged. The lugs are painted on using 23 carat gold leaf.
I don't think practicality was at the front of anyone's mind during the design process. -

Chain rings are available in two different patterns and six different sizes. 32, 34, 36, 39, 46 and 48 tooth rings are available in our Circles pattern, while 46 and 48 tooth rings are also available in our "Royal Flush" suit of cards pattern.
