Nope. Only at the stem and either side about 50mm. Then they're stepped or tapered down to about 22mm (someone correct me - is that the MTB bar size?).
Brake lever clamps (for normal drop bar brakes) are all the same size. I've seen thinner bars for ladies but they usually have shims for the brake levers.
