Sure, it's just that the weight penalty outweighs the aero benefit over most normal (non-TT) stages.

its a sprinter/track thing too. Cav wrote in his book that in tdf 2009 he swapped for the 808 zipps towards the end of the flat stages because they are stiffer to sprint on.
