The other car waving her through has no impact on the liability. She chose to cross your lane of traffic so it's her fault. Do what everyone else has said above me, and be ultra careful in future. I've had so many close calls in the same situation.

Absolutely.
Waving others through is dangerous for just this reason.
My driving instructor taught me never to wave others through, nor to be 'waved' without assessing the situation myself.
The dozy **** who hit you did not do this and should not be allowed to squirm free.
I'd suggest you do go through all official channels and list every single additional expense this crash is causing you, every day.
