The "UCI Logic" is that they wanted to ban Superman, but couldn't be arsed to spend just two minutes pondering the consequences of writing the rule as an absolute number rather than a proportion. Same with the 5cm saddle setback. In UCI-land, every rider is proportioned exactly as Vitruvian man and is exactly 1.75m tall.
