^^^I have that exact rack, I think. It seems solid.
But if you use it as low as in that picture, strictly you will need a light board for your reg plate and lights as the bikes obscure them, which is both dangerous and illegal.
I usually mount it way higher to avoid that but then I risk the whole thing shattering the rear window as it carries much more of the weight.
