The line judge has the best view to judge who is out, funny that.
Riders may 'think' they are safe, but they don't have the correct view to judge. Even very experienced riders still get this wrong.
However, in the event that one or more riders who have been called out are staying in and affecting the result, the race needs to then be neutralised (the indication of which needs to be communicated to the riders before they start).
