Depends on the company. My company (C&W, ex Bulldog) has our own equipment in the exchange and we bill it as an up to 16meg service, but actually I've had 20meg solid out of one of our lines because we only cap at 24meg - it's better to undersell than oversell. But very generally the basic speed will be about the same - it's less about the company you're buying from than the technology you're buying, and of course the distance from the exchange if you're buying copper products.
