Those forks look similar to most of all the others I have seen on MAX framesets.

Why is he a chancer? It looks like he has a very good chance of selling the frame to somebody at a price which will, presumably, make both of them happy.

Is it not bad forum etiquette to buy something from the forum, then sell it on the forum for a profit?
