That stem looks alarmingly like the one I fitted to my son's Cougar this summer, which has "Sigma" along the stem in polished letters on a frosted background. I wonder if I ought to replace it with a nice new 3ttt job I've got in the shed.

I had the same thoughts as you, looking at the dent, the paint appears to have a fairly straight 'crack' across the width of the tube. Hard to say what's actually underneath, but having such a straight line might suggest the beginnings of a crack. As it's across the diameter of the tube, there's longitudinal pressure that may either A, not cause any further cracking/bending, B, Bend and Crack first ride out.
I'm not a metal specialist at all, and may well be completely wrong, but personally, if I were to make an offer it'd be in the knowledge that the tube would definitely be replaced.Definitely worth thinking about.

both roberts and lee cooper quoted around 100 for a new max top tube, I would personally do it before riding it again, the metal in that area is very thin.
