If you can't do the seatpost bolt up tight enough to clamp the post then it will slip. Over tightening is worse obviously! If your frame is designed with an integral seatpost clamp then the one you got with the seatpost is useless. A new bolt shouldn't be much money from an LBS. I have no experience with carbon assembly paste.
