Ive heard carbon assembly paste reduces slippage for carbon components and means you don't have to tighten the seat bolt as much?
(doubtless a more prolific forumenger will confirm/deny this opinion for you)

If you can't do the seatpost bolt up tight enough to clamp the post then it will slip. Over tightening is worse obviously! If your frame is designed with an integral seatpost clamp then the one you got with the seatpost is useless. A new bolt shouldn't be much money from an LBS. I have no experience with carbon assembly paste.

2 - no!, leave it in there, don't saw off any as you could cause damage to the weave which may propagate up the post to the pressure area. anyway it's carbon and light as fuck, so leave it be.
*although mdcc may have better info on this
3 - as you've overtightened the post, have a good look around the clamp area for crushing/nipping damage

you can saw through CF posts just fine, you just wouldn't want to in this case.
Are you applying grease in the seat tube?
Have you double checked the seat-tube diameter against the seatpost to ensure you have the exact fit required?
Have you tried another seatpost of the 'same' diameter as the CF one?
You are not too fat, trust me your weight has nothing to do with it.

I have a new steel frame (Bob Jackson)
and a new carbon post (Tifosi)
(I got a carbon one as my frame + saddle are both black)
I have 2 Issues:
1) the post Slips down. After using it for the 1st time today, the post slips slowly into the frame, when riding. I'm sure I got the right size post.
I can't seem to do the SeatPost Bolt on the frame tight enough. The bolt seems to be a tad too long and can't be done any tighter.
I did get a teenie clamp with the new post - I am not using that - was I meant to?
Is my seat bolt really too short, seems mighty odd.
Maybe I'm just too fat!
2)
I have a 350mm post and > 2/3 of it is inside the seatpost. Seems stupid to carry around too much.
Can I chop any of it off?
How much do I have leave inside the seatpost?
