A1: No, you certainly don't need to haul a professional-theif-proof shackle.
A2: A cafe-lock - to deter opportunists and joy-riders - can be a useful addition to your touring outfit. I like this one which they stock at Bikefix.
You could probably cut it with a very butch pair of scissors but it's light, compact and versatile. It can also be used in every-day - high-risk - parking as an accessory lock.
