If it's a proper bulge (swage), then it's fucked. More likely to be a bit of a burr though, in which case you could definitely file it off. Replace the bolt though, I wouldn't trust it after it has been over tightened. Well, I would, but I pretend I'm sensible on here.
Show us a picture before you screw a plaque and a bit of string to it.
