Vans have quite a low centre of mass, since the engine is low and the top half it essentially a sheet-metal box. You'd need more than 45 degrees to topple it. But! When driving on two wheels, at 70 degrees, if the driver had steered right to avoid you this would have shifted the wheels underneath the CoM and increased the lean massively with a serious risk of tipping.
