It's simple - the rim is smaller and wider than a 700c which gives you enough room to run a big tyre which brings the wheel back to almost the same size as a 700c. Plus you'll usually have room for mudguards as well.
Decided to pump it up and see how it look.
placed it on my Dad's bike, 700c x 25c.
the diameter look quite similar with the 650b x 42c, the 700c is a touch bigger (hard to see).

But yes you prove the point of 650b conversions well. Although I guess one could ask why bother to build a new bike with 650b? You could just account for the extra size when you're building the frame.
I still think they've got a place. Although the only ones Ive ridden are increadibley old battered pugs...which just feel like any old beaten beater.

Making something which steers properly and doesn't have toe overlap is fine for me with 700x38, but I'm 6'1". For shorties, not so much.

Looking for a steel road frame for 1 1/8 forks, with classic geo, room for mudguards and not over 250-300pounds

As a new frameset only? I think you'll struggle.
There are a few that come as builds, so maybe check ebay to see if people are selling. I think most framesets will be more than that.

I understand where you're coming from though... I would like something similar but it doesn't seem to be a well catered for niche in the market. Bear in mind that Steve goff's frames start at 300 ish for a 531 and you would be able to specify mudguard mounts, geo and colour as they not OTP

Right now it's either a Steve Goff (does he do 1 1/8? all his frames on the page is 1") or a Surly Pacer. I'll give Steve a ring on monday. Hopefully my english will manage since he doesn't have e-mail...

thought those frames were long drop only?
He did says mudguard, room for 32c tyres, 28c with mudguard.
Genesis fit th bill for a fast road/audax bike, I used my CdF for audax which worked well but the rather slack geo and heavier weight mean it felt closer to a tourer than an audax.

Remove a chainring, and the spacer tower and swap the bars for some townie, and this is what i'm after.
Canyon UK won't use cyclescheme last I checked.
