I always think it should be down to citizenship.. If he were to get a British passport and be based in Scotland then fair play as you're setting out your stall and who is to say that he wouldn't be a true scotsman..
The problem is that you can't specifically get a Scottish passport but it's better than pure residency rules I'd say.
