It doesn't make sense to have a lugged fork on a fillet brazed/welded frame, one or the other. I would still keep it like that if i had one though.
It's alu so it's been welded and filed rather than brazed.
Lugged forks make just as much sense on a fillet brazed frame provided it is done sympathetically - there are plenty of pornworthy examples out there. Risers with a negative stem make much less sense ;)
The reason for the forks is because it's an old frame from the early 90s.
The best fit on those frames imo are easton ec90s a la Gabes:
