I don't really understand why that Perkins has OS tubing everywhere except the pencil thin seat stays. It would be very easy to turn that into a nice bike though.

Nope, there's at least a full link's length gap from the wheel to the ST, and when you pull one link the wheel will move in a half links length, but thanks for the input.
