i think there are quite a few threads about london frame builders
not so many of them around these days sadly
roberts are one i know for sure are still going
witcomb closed recently
allins is gonetry the search function for london and frame you should get a few hits

if you want a top bollock frame built and fancy stepping out of London - try 'Chickens frame emporium' in Brighton, proper grass roots frame builder, builds very nice bikes. hes just gone independent from Enigma and started out on his own - worth a look.
Does anyone know where you can buy cheap tubing suitable for building frames. I want to have a go at building one from scratch and want some tubing to play with.
