interwebz hardmen have had this conversation repeatedly
but there are a number of other factors to be taken into consideration
much though the knee jerk vigilante approach appeals, some people are driven to crime by many external factors, and to give them a kicking is further compounding and not helping to alleviate the problems
i have known addicts who have taken vicious beatings for some of their petty crimes, but that was never enough to stop their disease making them repeat offending
