No those late 90's super light road frames made of some sort of Columbus alu. Then make a conversion. As for carbon cracking... I'd have more faith in a new carbon track bike over a super light alu frame. But I'm sure either will be fine.
Road double with a single 3/32 chainring will be fine. Plus it'll give you more choice and allow you to have an external BB.
