What's your budget like? A Dolan seta would be a nice starting point. You could strip it and then just have waxed raw carbon. If thats too toppy I'd look for old alu road frames and go for a magic gear - do PX still have those gurrrotti's(sp?)?
As for wheels, I'd go to Bike hub store. Lightest front hub and a modified mtb front hub for the rear, with kinlin 380 rims (28/20 or 28/24). Then use light spokes. I know you could get lighter rims, but at the end of the day they need to be able to take your weight and you've got to be over 85kg right ?
Also remember to use a 3/32 chain. SRAM force double cranks would also be a good shout. If you can afford it, there's a boutique French brand that makes some of the lightest cranks around, and they also make track cranks (search the WW listing).
as for bars, if its for long distances have you thought about some cut down flat carbon MTB bars and then TT style aero bars in the centre?
TBH this is something I've always wanted to do - but SS rather than fixed.
