Perhaps they re-evaluated their competence during the intermediate session, deciding they had regressed to, or never actually graduated from a basic level?

That's what I'd say to get more track time anyway.

If they want "more track time" then come to other sessions and races.

Rather selfish isn't it? To deny someone a place who has come especially for the basic session.
