I've got an old Juna tri-spoke that needs work and here is the advice I have received from Ariba:
http://www.ariba-fibreglass-supplies.co.uk/
All you need to do is rub down with wet and dry start at 600 / 800 and finish with 1000/ 1500 and use a automotive lacquer. I have this on good authority as John who works here made the bikes that won the 2000 Olympics for GB.

I've got half way through sanding the paint off my forks and have given up. It takes ages, lots of sand paper and lots of mess. I ended up using a dremel to get the top layer off then sanding it smooth. I'm going to spray them black now because it's easier.

weight weenies has some info - probably easiest to search for it on WW via google though.
There's a razor blade technique that a few people on there rate... altho Dov struggled.

You can do a pair of forks in about 6 hours. Just keep at it.

Surely a coarser grade of wet and dry would be the answer for really thick paint, then work your way down to something finer? Pleanty of water should also help although I'm not sure if this would cause you any issues when you get right down to the raw carbon.
does anyone have inside knowledge about stripping paint off a carbon fork.
what laquer to use to seal the fiber after stripping.
any help much appreciated, thanks.
