on the rim, by using a measuring device or by googling the make of your rim.

hmmm my friend has the same rims as me and has managed 32 and the guy in the bike shop said i could push for 35

Using my new-school table you shouldn't be using anything bigger than 700x23C.
If you want to feel better about rocking 28s, see Sheldon Brown or Mavic, but I wouldn't and I certainly wouldn't go any bigger.
If you want to use 35s, and assuming your frame/fork will actually clear them, you'd be better getting wider rims and maybe 32s - go up a size on the rim and down one on the tyre and you end up with the same tyre volume but with a nicer profile and better ride, handling and performance.

the fork can limit the tire size, the bianchi of a friend is hardly equipped with 32 ones, the best you can do is to try different tires on a shop ;) but just buy the ones you need

It's my chart. You'll feel better if you look at Sheldon Brown's original. Your bike will work better if you stick to my chart, for the reasons given in Sheldon's preamble to his table.

i have now changed both but i assume they're the same size.
what are the biggest pair of tires i can put on? i currently have 28s but i would like to go to like 35 if possible.
