Wow thats amazing... The Raleigh is 57cm ish. Think they did it in inches so 57.5cm maybe.

22.5" comes out at 57.2cm

Try again, little bit of torn barn tape, a rat bike it does not make.

It's not the fork, more the rear end.
The clearances are huge, the stays all look waaay too long, and the BB drop doesn't look right neither.

A lot of small frames look like that.

could it be a 700c frame with 650c fork and wheels?

I had a cheap TIG welded Danish city bike and swapped the unicrown hybrid forks for some old race forks with a remarkably similar effect.....
The back end was designed for 700c, with 32mm balloon tyres, mudguards, and generous chain tension adjustment potential!
Again, more crap than conventional rat - I got rid of it because the seatube was too slack even for a lazy git like me!
