I'm genuinely not familiar with the set up, but I always thought if you were 4th Cat you had to get a certain amount of points from eligible 3/4th cat races before you can move up, so you were always excluded from some of the bigger races geared towards cat 3/2/1 riders which seemed fair enough.
I got put off trying to get into racing near london because of the Cat 1's/2's at work who were always making snide comments about the novice riders and going on about how dangerous they were anyway...
i interpreted the thread as maybe inferring that women in general were being excluded, which is shite. I could of course be talking shite, in which case I would appreciate clarification as I am genuinely curious how that works.
