27" makes a UK drame builder the most likely scenario - and Bocama professional lugs means it's going to be a reasonably decent frame - I don't have any more clues for you other than a trawl on the internet - classic rendezvous and classic lightweights are good places to start.
For me natural curiosity means I need to know what I've got - and if you plan to sell it it's also good to know what you're selling - as far as hanging onto it is concerned I guess that's your choice - it would make a nice classic skidder in its current state, but if you were going to chuck cash and effort at it you'd need to bear in mind that you'd end up with a 27" wheeled classic with limited options in terms of tyres and rims...
