^^^Rossco - Bocama Professional lugs were certainly used by UK framebuilders in the 60's so it could quite easily be British - what wheel size was it designed for (700c or 27")
Ignore the headtube badge - as far as I recall Milremo are the in-house brand at Ron Kitching - and importer of continental race kit.
Do you have a picture of the BB number and have you checked the fork steerer - if the fork steerer matches the BB that'll be your serial# if not, other numbers stamped on BB's could be rennovation numbers (e.g. if the bike was sent to a framebuilder for respray) or postcodes - an anti-theft measure.
