Using the excellent Claud Butler resource and particularly the CB 1954 catalogue (see http://homepage.ntlworld.com/nkilgariff/CBcats/Cat_54/CB1954_Cat.htm) I've identified it as a World's Championship Sprint - the top of the range frame - due to:
I am not a CB expert though so if anyone else know different please say. This would make it a close clearance frame for 27" wheels without guards, so will fit 700c nicely (8mm smaller bead diameter). Here's the catalogue entry from 54:
The bad points:
Someone must have loved it fairly recently as it is a Campag Chorus BB (some surface rust on the tapers but it turns easy enough and appears serviceable), a Campag Chorus headset (suspect it is the wrong size though as the cups can be turned by hand) and a Campag seatpin, all of which come with it.
