Steel is flexy, if it is.

2mm each side, you probably wouldn't even realise you're bending it.

6 or 7 speed.
If it's 531 or similar, you can spring the stays to 130mm without worrying. If it's something more fancy/unusual/hi tensile like 653 or 753, bending the stays out not recommended I think.

I'd rather have hubs that fit.
