I am having trouble..
Not surprising. You won't have too much trouble with this:
- lugged steel
- 1" threaded
- 200mm steerer (with approx 35mm thread)
- flat or nearly flat crown
- for 700c wheels
- 100mm spacing (obvs)
However, the major problem arises with:
- drilled or drillable for a brake
You could either get a road fork, which I'm thinking will have a rake that will upset your geometry (?) or a track fork which is unlikely to be viable in the drilling stakes.
If you were prepared to go a little £££ and a little then a builder could make you something perfect. I think Chas Roberts quoted me about £100 a few years ago for such a fork.

Yep, this is essentially the conclusion I've arrived at. Surly's Steamroller fork is drilled and would be exactly perfect, except that there's about an inch of clearance that necessitates a long-reach caliper. BLB (spits) do something nice but the crown has there logo cast into it :-/
Also, it was interesting to note that *Con*dor do basic 1" threaded steel forks £140, but the same fork is available elsewhere for £80.

I am having trouble finding a track fork with the following spec:
