It does, 25c tyres sit lower on Velocity A23 rims (similar width to TB14) and felt like it's as comfortable as a 28c at 75psi, I personally think they're great for track bicycle with clearance too tight to have a comfortable bigger and faster tyres for the road.
With wider rims you wouldn't even need to go 28c.
