I stayed in Paris a cople of years back in a place called 'Le Montclair Hostel' in Montmartre. It is cheap and central to Paris - the building has a small courtyard between the main building and the back building with the bedrooms in it. It's a tiny courtyard but I was able to leave my bike there over night. I did take a lock but to be honest I would have been happy to have left it unlocked.
I'm back there in July to watch the final of the Tour de France.
