Stunt pegs are a great idea. But how long are you hoping to move these people? And what bike are you using?
Well the girlfriend really. She isn't really ready to ride on the road so it would be really convenient to be able to just throw her on the back instead of us making our separate ways to wherever it is we're going.
I'm using a 531c frame at the moment, not sure if it will take the weight of two people, so I was thinking of getting a sturdier frame for my two person bike. I still like the idea of it being as compact as possible for when I'm riding alone though.

Non-BMX sidehack?
I'd like some sort of extra seat/pannier seat/cargo seat so I can carry friends around on my bike. Apart from the xtracycle does anything cheap and cheerful exist for this purpose? Anyone selling a heavy duty pannier rack that could support about 60/70kg?
Otherwise does anyone have an old cargo bike or tandem going?
