Hard to say from that image, it's certainly close, though I don't think it's fully over, but it's at an angle, and you don't know what happened before and after.
I'm not one to complain about refs decisions, and don't have an opinion on whether this was a goal or not.
It is impossible to judge from that angle. You could say the ball must be over the line as it is behind the boot of the player who looks like he is over the line. However, is is in front of the near post, which is obviously on the line. There has to be a more sinister reason as to why goal line technology has not been introduced.
