@oldhat it's to allow the rear wheel to come further forward. This is one way of shortening the wheelbase giving the bike 'faster' handling. Not ever having raced a bike on the track myself* i think having a fast handeling/twitchy bike is an advantage in bunch races on the track as they tend to be pretty frantic affairs.
Weight saving is irrelevant, the bike has an extra downtube!
