Well, is the whole ball, over the whole line?
Hard to say from that image, it's certainly close, though I don't think it's fully over, but it's at an angle, and you don't know what happened before and after.
I'm not one to complain about refs decisions, and don't have an opinion on whether this was a goal or not.
