Looks like a Shimano splined tool, or Campag of the same type. If it doesn't have the measurements on it you need to measure the length of the axle and the width of the BB shell (the tube it fits into). 70mm wide and it's an Italian BB, 68mm and it's British.
Regarding removal, the left and right cups are not one piece and turn different ways so they come out independently. Check your BB shell width, it'll tell you which way to turn to loosen. If it's a Shimano BB that ebay tool will do the job.
