Chelsea are only allowed to have 5,000 at tomorrow's game; any more and it will cost them more in payments to the local authority and police than they would receive in ticket sales (£5 a ticket, less for concessions). The same police and local authority, that is, who recently screwed up the crowd management of the Boat Race, for which the organisers were not charged anything.
Clearly the boat race is more likely to result in public disorder than a youth team football match but Hammersmith and Fulham and the Met wouldn't want to upset or charge the toffs. After all Johnson and Cameron are toffs.
