Well no, that's the point, there would only be 4 European spots for the big leagues. 5-7 would get nothing in the new system. And while that would be bad for Liverpool right now, I think that's a good thing.
I agree that ideally it should only be the winners (and maybe cup winners) from each league, but at the same time you have to balance that with seeing good games, which means more teams from the top leagues, so I think Platini's plan is good.
