Might i add that low fork rake makes steering MUCH slower, and short wheelbase makes steering A BIT faster. For track I can fully understand why you would want that, but for the road? It makes a bike steer like my grandmother! Why would someone want that?
That Low does seem to have quite a shallow headtube angle offsetting the low-rake fork, which is affecting the actual amount of trail. Impossible to tell from the picture.
Crit racing road bikes have high bottom brackets so you can pedal round the tight corners without pedal strike. That's pretty much the only reason you'd want a high BB on a road bike.
