Who owns / runs the market? Is it the council? If so perhaps a delegation could be got together to have a serious (professional) meeting with whichever department / councillor is in charge of the market to put forward the concerns and evidence / experience of riders here.
That would put pressure on them to act perhaps by sending round their council inspectors / not hiring out pitches to certain people etc
