Welcome to the UK and to the forum.
I'm not aware of any need to inform anyone if you are just a group of friends planning on doing a ride. After all you are just legal traffic using a public highway. There have been plenty of forum rides with way more then 15 people.
If it's an organised event with lots of participants then things may be different. I'm sure someone will be able to come up with the facts if this is so.

Unless it's race you wont have to.
Of course if your organising some sort of public event you might choose to do so as part of your risk assessment etc.
It is no different to organising a walk with 10-15 people or a car drive for that matter.

Booga and Dan, thanks so much for your insights. i guess you're right, its just like having a group of friends walking or driving together. its just a fun ride among friends, nothing near to a racing event. this is such a friendly forum, thanks so much for welcoming me! great people

Glad to be of help.
If you're based in Oxford there's usually an alleycat once a month, the next one is Friday 23rd, meeting 6:30-7pm outside the tourist information office in Broad Street.

hi guys,
new in uk.just wondering,do i have to inform the authority if im planning to ride in a group of 10-15 people from oxford to blenheim palace?would appreciate some advices.
