The rims are old road rims yes. They are used. In my flickr images I have tried to take pictures of the wear.
The tires are old punctured Clements 19c tubulars and are only there to protect the rims. The valves where not considered when mounting the tires.
EDIT: The wheelset is clincher even though I used tubs for protecting the rims
