I'm the current owner of the wheel in this thread http://www.lfgss.com/thread46548.html. Selling cos despite being beautiful, pretty rare and v stiff, my bad back screams at me when I think about building the lo-pro up. I'll sell for what I paid Rik - £100
Obviously this only solves your front wheel problem.

For £100 I could build an excellent traditional wheel, even buying all parts at full rrp. So I think Ill pass.

These guys http://www.benscycle.net/ helped me out with a pair of conti 650 tubs, they are pretty helpful and you can make a deal with them (I just told 'em what I could afford). I know they had loads of 650 velocity rims for around £5 some drilled some not last autumn... e.g.

a pair of 650's don't come up that often, and they'll either be super low end stuff (that you don't want), or high end stuff (from a lo'pro or TT rig).
I had a pair of 600 tricolour (7/8speed) on 4CD rims with DT triple spokes, couldn't shift them for no money 6months ago :(
A lot of smaller ladies bikes come with 650c nowadays, you might have some luck if you buy a used ladies spesh, split it for parts, get your money back out of the rest of the stuff and bag the wheels, its what I've started doing for somethings.
I am putting together a bike for my sister and I need some wheels. There seems to be very little choice out there for 650 wheel size. I thought Id get to build some up myself, but it seems the few 650 rims out there are for full RRP. Which is way too much.
So far the only contender I have found is the "Miche Young wheelset" which can be had for £107 which seems alright. But what concerns me is that they are 20/24 spokes on what seems like a very lightly built rim. If the rims end up a little wonky for bump, I dont think id ever manage to true it out. every time ive tried to tension up a low spoke wheel (tried a few times in bike shop) its ended up all wavy when laterally true.
Shes not that heavy, around 40-45kg. But it needs to be durable for every day use and occasional goes by me, who weighs double that.
If anyone happens to have some 650c rims/wheels knocking about, let me know!
